How the Small Business Vouchers (SBV) application process works:
SBV will accept requests from qualified small businesses. Here's information on when and how to apply.
Submitting a Request
NOTE: The U.S. Department of Energy (DOE) has changed the application process for future rounds. Applications must be submitted through DOE's on-line application system. Please follow the steps below to complete your application.
To request assistance from DOE, register through the Office of Energy Efficiency and Renewable Energy's Funding Opportunity Exchange (EERE Exchange). Please follow these steps when preparing your Request for Assistance (RFA).
Step 1: Confirm your eligibility at SBV Eligibility Check.
Step 2: Go to EERE Exchange at EERE Exchange On-line Application Portal.
Step 3: Create an account by clicking on the "Register" link on the left navigation bar of the EERE Exchange homepage (or login to your existing account).
Step 4: Click on the "Funding Opportunity" link on the left navigation bar.
Step 5: Enter DE-SBV-0000999 in the FOA Number field and hit "enter."
Step 6: Click on the orange DE-SBV-0000999 shown in the FOA Number column.
Exchange will take you to the EERE Small Business Vouchers Round 3 Notice
Step 7: Click on the "Apply" button in the upper right corner of the Notice Description page.
Step 8: Complete the requested information in each tab and hit the "save" button.
Step 9: Upload the required application documents (see note below) and provide the requested information.
NOTE: For your convenience DOE has provided a template titled "SBV Request for Assistance (RFA) Template." This template is available on the Notice Description page under the "Documents" section. You are not required to use this template, but you are required to provide all of the requested information. Further instructions are located in Section I of the Notice of Opportunity: Request for Assistance.
You will receive an automated email from EERE Exchange once you have successfully submitted your application.

The U.S. government is not liable for the disclosure or use of any information contained in the RFA or in supporting documentation (including resumes).
Submissions are considered final. Withdrawals are not encouraged. In an emergency, please send an email to email@example.com.

Conflict of interest/fairness of opportunity — The DOE and the participating DOE national labs will broadly circulate the DOE Notice of Opportunity to the small business community in order to ensure fairness of opportunity.
Review and Selection
RFAs will be evaluated in accordance with the following criteria: (Read the Notice of Opportunity for details)
1. Potential for Impact (33%)
2. Problem Definition (33%)
3. Team and Resources (33%)
Anticipated Review and Selection Schedule: The SBV team will employ a 3-phase review process.
Phase 1: An external (non-lab) merit review committee will review each RFA and make the first down-selection.
Phase 2: DOE national labs will work with DOE to determine the optimal lab-company match to enter into the semi-finalist review phase. Semi-finalists will be matched with a DOE national lab researcher and have approximately 4 weeks to work with the researcher to develop a brief statement of work and budget for final review by DOE.
Phase 3: DOE Technology Offices will select SBV projects to enter into final negotiations.
Finalizing Statement of Work and SBV Agreements
Once approved, the DOE national laboratories will notify the requesting small business and begin finalizing a statement of work and budget. At this time, the requestor will be required to provide detail on how it will meet the 20% SBV cost-share requirement.
